Summary

Pingyao's urban revitalization through cultural and creative industries (CCIs) demonstrates the transformative potential of UNESCO World Heritage Sites when leveraging historical heritage. This study verifies that CCIs, supported by enabling factors, drive spatial optimization, economic growth, and social benefits, while also fostering unique cultural brands. By applying the Cities, Culture, and Creativity (CCC) framework—developed by UNESCO and the World Bank—the research systematically assesses Pingyao's assets and outcomes at multiple levels, revealing how CCIs contribute to sustainable urban development. The findings enrich regeneration theory and offer practical insights for other World Heritage cities seeking revitalization.
