Summary

Nature tourism in Quindío, Colombia, can be effectively developed through participatory and comprehensive governance that integrates environmental sustainability, social cohesion, and structural investment. This study identifies key challenges such as insufficient infrastructure, institutional fragmentation, and low normative appropriation, proposing inter-institutional coordination mechanisms, citizen participation, and multi-actor models to address these barriers. By updating territorial planning instruments and promoting innovation in tourism products, the research suggests a pathway for Quindío to leverage its cultural coffee landscape while strengthening local capabilities through participatory monitoring. The findings highlight the need for alignment with national and international governance frameworks to overcome rural digital divides and political-institutional fragmentation.
